Perhaps someone brought the face mask to wear when it was dusty. Or, perhaps it was a bandito. In either case, the image on the cardboard wrap is weird--like how an Asian artist would picture a Caucasian.

That's an apt description, Scott. Just a weird thing to come across; and the cheap price made me wonder just how long that piece of paper has been blowing around the desert.
